  • REMINDER: BATS Chi-X Europe: Upcoming Changes to Trading Functionality & Behaviour
  • April 13, 2012 08:46:09 London Time
  • Dear BATS Chi-X Europe Participants,

    As a reminder, the changes below will come into effect this Monday 16th April 2012 in Production:

    Below is important information on the harmonisation of trading functionality and behaviour between BATS Europe and Chi-X Europe (together "BATS Chi-X Europe"), in preparation for the migration to an integrated technology platform on 30th April 2012.

    Details of upcoming changes for either the BATS Europe (BXE) or Chi-X Europe (CXE) order books are outlined below.

    Unless otherwise stated, these changes are available for testing with immediate effect in the Certification (UAT) environment, and from Monday 16th April 2012 in Production:

    * Pegged Orders during Primary Exchange Suspensions (BXE only)

    o BXE will not normally suspend trading in any instrument which is subject to any non-regulatory suspensions, such as a volatility halt on the Primary Exchange. However, certain order types, such as orders pegged to the market of listing, will not be available. During these suspensions, pegged orders will be impacted as follows: Any existing pegged orders will remain on the order book, new orders may be submitted but will immediately enter a held status, and participants will be able to cancel or amend their open orders. This order behaviour will impact both pegged orders in the Integrated Book, and Dark Book orders. As all orders in the Dark Book are pegged, these orders will always be impacted during non-regulatory suspensions.

    * Visible Pegged Orders (BXE only)

    o Visible Primary and Market pegged orders will now be supported on the BXE Integrated Order Book. DisplayIndicator (tag 9479)=X must be used to flag the orders as Visible.

    * TradeLiquidityIndicator flag [tag 9730] (BXE only)

    o A value of RT - "Removed Liquidity from the BATS Dark Pool by IOC order" will now be possible on executions received from BXE. For Binary Order Entry (BOE) sessions, a SubLiquidityIndicator field value of T will now be present. Please refer to the FIX and/or BOE specifications for further information.

    * Unitised (On Demand) TCP Pitch (BXE and CXE)

    o BATS Chi-X Europe will implement the following Unitised TCP Pitch feed scheme:

    * UK & Ireland

    * Euronext

    * Germany

    * Italy, Spain & Switzerland

    * Nordics
    This change has no impact on the full composite TCP Pitch feed.
    These changes will be made available in the Certification (UAT) environments Wednesday 4th April, and in BXE Production from Monday 16th April 2012, and CXE Production upon migration to BATS technology on Monday 30th April 2012.

  • REMINDER: BATS Europe matching unit distribution change for Austrian instruments
  • February 22, 2012 15:41:29 London Time
  • Dear BATS Chi-X Europe Participants,

    BATS Europe periodically reviews the unit distribution of tradable markets to ensure market data is spread evenly.

    BATS Europe will migrate all Austrian instruments from Unit 12 onto Unit 8. This change will be effective in BATS Europe Production from Monday 27th February 2012.

    Specifically, this will impact Participants who:

    o receive Primary and Secondary Multicast Gig and WAN-shaped Production feeds

    o receive on-demand (unitised) TCP PITCH feeds. Austrian (WBAH) market data will be moved to the current Xetra (XETR) feed.

    o use BATS Binary Order Entry (BOE). Austrian BOE messages will be created from matching unit 8.

    There is no impact to Participants currently receiving the BATS Europe TCP PITCH market data feed.

    For information on this new distribution please refer to the BATS Europe Multicast PITCH Specification.

    This change has been available in the BATS Europe Certification environment since Monday 6th February, 2012.

    Please contact the Trade Desk or your Account Manager if you have any questions.

  • BATS Chi-X Integration: Post-trade Update
  • February 20, 2012 17:28:37 London Time
  • Dear Participants,

    BATS Chi-X Europe would like to update Participants on the following Post-trade changes that will be taking place as a result of the upcoming platform migration.

    Integration Overview

    An overview of the post-trade changes is available on the following link and will be updated periodically. http://www.batstrading.co.uk/integration/post_trade/

    UK and Irish Settlement netting

    From the 30th April, BATS Chi-X Europe intends to offer Participants trading on both order books (BXE and CXE) the option to net their UK and Irish settlement obligations into one settlement instruction (per ISIN) at Euroclear UK and Ireland, or continue to keep their settlements segregated as is currently the case (subject to FSA, HMRC and IRC conditions being met).

    In order to allow cross-order book netting, BATS Chi-X Europe will be contacting a number of Trading Participants who have UK SDRT Intermediary relief on one market but not the other, or who have relief on both markets but under different Crest codes. It is important that Trading Participants have consistent Intermediary relief; otherwise cross-order book netting will not be permitted. BATS Chi-X Europe is in discussion with the Irish Revenue Commission (IRC) and will advise Participants if any further action is required.

    Trading Participants wishing to cross-order book net UK and Irish settlements should contact their Clearing Participant who will be advised by their Central Counterparty (CCP) of how to achieve this. Settlement netting in all other markets is unaffected as a result of the integration.

    CCP Static data and Clearing Authority

    Post the legal and technical migration (30th April 2012), Trading Participants who currently have access to a market segment (UK, France etc.) will have access to these market segments on both the BXE and CXE order books. To ensure this consistent approach, BATS Chi-X Europe are working with their CCPs to update the clearing authorities for Trading Participants and are taking the following approach:

    Scenario

    Trading Participant Status

    Action

    1

    Trading Participant is currently a member of the BATS Europe and Chi-X Europe platforms and has identical access on both platforms.

    No action required. CCP will apply existing clearing authority on both order books.

    2

    Trading Participant is currently a member of the BATS Europe and Chi-X Europe platforms but has different market segment access or different clearing arrangements across the two platforms.

    Clearing members will be contacted by their CCP(s) to complete a clearing authority and SSIs to ensure consistent market access on both order books.

    3

    Trading Participant is a member of one platform but not the other.

    Clearing members will be contacted by their CCP(s) to complete a clearing authority and SSIs to ensure consistent market access on both order books.

    New clearing authorities will only come into force on the migration date, unless agreed otherwise with CCPs.

    The updated Symbol Reference Data File will be available on our website at http://www.batstrading.co.uk/support/.
    Please contact the Trade Desk or your Account Manager if you have any questions.

  • UPDATE: Full Four way Clearing Interoperability including EMCF goes live on BATS Europe effective 6th January 2012
  • January 04, 2012 09:01:02 London Time
  • Dear Participants

    BATS Chi-X Europe is pleased to confirm that fully Interoperable Clearing including EMCF has now received all necessary regulatory approvals. As such, the service will go live on the BATS Europe market this Friday 6th January 2012.

    Market Scope
    * Four way Interoperable Clearing will be available for all markets traded on BATS Europe excluding Spain which will continue to be cleared at EMCF until further notice.

    * Due to the on-going regulatory review of Exchange Traded Products (ETFs / ETCs) within clearing, BATS Europe has taken the decision to exclude all ETFs and ETCs from the scope of interoperability until the conclusion of these reviews. BATS Europe continues to trade ETF / ETC securities, however all executions will be routed to the existing Central Counterparty (CCP), EMCF, irrespective of the Participant's choice of CCP for the underlying market segment. Please note: ETF / ETCs are traded in various market segments and are not in a segregated segment.

    Summary of Service
    With four way Clearing Interoperability, Participants are able to choose to have one or more Central Counterparties (CCPs) clearing their business on the BATS Europe market. Participants are able to choose to use EMCF, EuroCCP, LCH.Clearnet and SIX x-Clear on a market by market basis. BATS Europe will enable clearing for Participants once required documentation is in place with the respective CCP(s). Participants will no longer be required to maintain a clearing relationship with EMCF for markets where they have chosen an alternative CCP.

    How to setup a new CCP relationship
    Trading Participants must have a clearing relationship with their chosen CCP(s), either as a Direct Clearing Participant (DCP) or through a General Clearing Participant (GCP).

    * Trading Participants using a GCP should contact them to ensure the relevant CCP documentation is in place.

    * DCPs should contact their CCP(s) to ensure the relevant documentation is in place.

    Contact details for the four CCPs are listed below:
    EMCF
    EMCF Membership Team
    erik.westerling@emcf.com

    EuroCCP
    Account Administration euroccpaa@dtcc.com

    LCH.Clearnet
    LCH.Clearnet Membership Team
    membershipofficers@lchclearnet.com

    SIX x-clear
    Customer Integration
    customer.integration@sisclear.com

    Technical detail
    * As an optional feature, BATS Europe can indicate in FIX tag 7772 or in a BOE field of the execution report which CCP has the trade. This tag is already available as an optional field on the FIX port, as indicated in the BATS Europe FIX spec. Participants requiring this should contact the BATS Europe Trade Desk to test.

    Certification Testing
    Four way Clearing Interoperability is already available for testing in the BATS Europe Certification environment.
